The change ends the unlimited streaming previously available to all eligible subscribers and applies to roughly 4% of Game Pass users according to the company. Additional hours become available for purchase through the Xbox Store once the included allotment is exhausted, with pricing and bundle details to follow in November.

Xbox attributes the move to rising costs of providing cloud gaming as usage scales. The announcement notes that the practical outcome for some players is a higher overall cost, while framing the limits as necessary to sustain investment in service reliability. Non-subscribers will also gain the ability to buy cloud hours independently to stream owned games, and the feature is positioned as a way for Xbox One owners to access Series X|S titles without hardware upgrades.

The policy introduces a metered structure to a service once marketed as a core subscription benefit. Xbox states it will monitor player feedback and share further information on eligible games, market variations, and usage tracking before the November rollout.
