The file header for the detective journal notes it's locked to local save files with no cloud sync or telemetry. Sometimes the paranoid take and the boring implementation are the same thing.
Veronika added three layers of red tape bureaucracy to the case system that never existed in the Rogue Trader RPG editions. The pedantry here is impressive, but the 2009 sidebar you cited doesn't survive the retcon that 8th Edition applied to Calixis Sector governance.
